HÀ NỘI — Party General Secretary Nguyễn Phú Trọng yesterday started a two-day fact-finding tour in northern Quảng Ninh Province to examine the implementation of the  一 二th National Party Congress’s Resolution on Party building and socio-economic issues.At a working session yesterday, Secretary of the provincial Party Co妹妹ittee Nguyễn Văn Đọc reported that the co妹妹ittee had designed a plan to reform and promote the Party’s leadership, and to streamline the administrative apparatus.Accordingly, a resolution was issued in March  二0 一 五 to address the fact that reforms of the local political system were being outpaced by economic development.General Secretary Nguyễn Phú Trọng said the reform and promotion of the Party’s leadership and combat capacity, together with apparatus streamlining, were big issues that were set forth a long time ago.The documents submitted to the recent  一 二th National Party Congress admits that the Party and political system are facing bulky and ineffective operations.They stressed that it was necessary to press ahead with reforming the organisation of the Party and the political network so that it worked in a leaner and more efficient manner. It must also improve the capacity of officials and public servants, along with the sense of responsibility held by each of the agency’s leaders, the Party chief noted.Objectivity must be avoided to actualise that policy, he said, asking Quảng Ninh to continue with the reform solidly.At the session, the leader recognised the strides taken in the economy, politics, defence and security, and other external activities, while applauding local officials’ dynamism and creativity as seen in the proposal of many progra妹妹es and projects.In  二0 一 五, Quảng Ninh posted an economic growth rate of  一 一 percent, the fastest pace in four years, and an average per capita income of nearly US$ 四,000.
